Jiangsu Shifts Authority for Certain Cosmetics Manufacturing Permits
What changes for applicants
Jiangsu's provincial drug regulator has issued a notice transferring authority over six administrative matters. For cosmetics companies, the relevant matter is the manufacturing permit, expressly excluding applications for new establishments. From October 1, 2026, the Jiangsu Medical Products Administration handles matters covered by the transfer. Companies may submit applications through the Jiangsu Government Service Network.
Scope and the earlier route
The change concerns cosmetics manufacturing permits in Jiangsu, other than new establishment applications. It changes the responsible authority and application channel for the covered matter. It does not announce a general revision to cosmetics product registration, filing, or new ingredient rules. The notice says that before October 1, 2026, companies could continue using the previous route, with the relevant municipal market regulator or data bureau handling those applications. Applicants for a new establishment should not assume this transfer applies to their permit route.
How companies can prepare
A company preparing a cosmetics manufacturing permit matter in Jiangsu should first determine whether its application is for a new establishment, then check the submission date and responsible office. The notice does not spell out how every application already submitted to a municipal office will be transferred. For a pending case, it would be prudent to confirm the next steps with the receiving office before filing again. For a covered application after the transfer, companies should check the relevant service guide and document list on the Jiangsu Government Service Network before adjusting their internal filing process.
The notice took effect upon publication and remains valid through September 28, 2031. These practical checks are recommendations for applicants; the notice does not itself state a new document requirement or a general duty to reapply.
