The Hainan duty-free cosmetics e-label pilot now runs through January 31, 2029

The pilot timeline is aligned with the national program

Hainan’s medical products regulator announced, with NMPA approval, that the electronic-label pilot for duty-free cosmetics on Hainan’s outlying islands will continue through January 31, 2029. The extension aligns the local pilot with the national pilot notice and takes effect on publication.

Coding and product reporting requirements remain

Companies participating only in the Hainan duty-free cosmetics e-label pilot, whether coding products themselves or using a third party, must keep the coding-system functions and e-label QR codes compliant with the national notice and report pilot product information to the Hainan regulator.

QR information must be accurate, complete and readable

Registrants, filers, domestic responsible persons and duty-free retailers must ensure that e-label information is truthful, accurate, complete and readable. Local market regulators will focus on QR readability and the completeness and accuracy of label information.
