Definition of Special Cosmetics
Under the Cosmetic Supervision and Administration Regulation (CSAR), special cosmetics—including hair dyes, hair perming products, skin whitening/freckle-removing agents, and sunscreens—must obtain First Registration Approval from the NMPA before production. Cosmetics used for hair dyeing, perming, spot removal and whitening, sun protection, hair loss prevention, and those claiming new efficacy are classified as special cosmetics.
Special cosmetics can only be produced or imported after registration with the drug regulatory department under the State Council. The drug regulatory department under the State Council reviews special cosmetic registration applications in accordance with the prescribed review procedures for new cosmetic ingredients. If the requirements are met, registration is granted and a special cosmetic registration certificate is issued; if the requirements are not met, registration is denied with written reasons. If a registered special cosmetic undergoes substantial changes in production process, efficacy claims, etc., the registrant shall apply for registration change with the original registration department.
